DOT Consortium in Wisconsin
Reliable Compliance Support for Safety-Sensitive Drivers
DOT compliance has zero margin for error. AZC Drug Testing has spent 30+ years making sure Wisconsin carriers never have to find that out the hard way.
As a full-service Consortium/Third-Party Administrator (C/TPA), we manage your entire compliance program — drug and alcohol testing, pre-employment screening, random selections, recordkeeping, and FMCSA Clearinghouse support — so you can keep moving.
Why Wisconsin Carriers Choose Our DOT Consortium
Not all drug testing companies are the same, and most of them are little more than collection sites. AZC is different. Here’s what sets us apart for Wisconsin carriers:
- 30+ Years of Local and National Experience. Our team has worked directly alongside DOT compliance auditors for over two decades. We know exactly what examiners look for, and we ensure your records reflect it.
- 10,000+ Nationwide Collection Sites. Your drivers don’t stay in Wisconsin, and neither does our network. With more than 10,000 collection locations across all 50 states, your CDL holders can complete required tests wherever their routes take them.
- Full-Service DOT Compliance Plans. We go well beyond specimen collection. AZC builds and manages a comprehensive compliance program for your operation — including written policy development, supervisor training, Clearinghouse registration, and SAP referrals.
- Audit-Ready FMCSA Compliance. Our programs have earned the respect of federal and state enforcement agents who have audited them directly. When a compliance review happens, your documentation is ready.
- Easy Online Enrollment and Management. No phone tag, no stacks of paper forms. Enroll online, access documentation digitally, and manage your compliance program from any device.
Move Faster by Staying Ahead of DOT Issues
The cost of a compliance violation — fines, out-of-service orders, and lost operating authority — far outweighs the cost of a well-managed program. Wisconsin carriers who partner with AZC don’t wait for a problem to find them.
When a new driver joins, pre-employment testing is quickly coordinated through our national collection network. When an accident occurs, our team immediately walks you through the post-accident testing protocols. When the FMCSA Clearinghouse sends a query notification, we help you respond correctly and on time.
Understanding DOT vs. Non-DOT Testing in Wisconsin
Wisconsin employers sometimes ask whether they need a DOT testing program or a standard workplace drug-free program. The answer depends on whether your employees perform safety-sensitive functions regulated by a DOT agency.
DOT testing
Is federally mandated under 49 CFR Part 40 and applies to safety-sensitive roles regulated by the FMCSA, FAA, FRA, FTA, PHMSA, or USCG. For Wisconsin motor carriers, this primarily means CDL drivers operating commercial motor vehicles. DOT testing uses federally mandated procedures, a specific five-panel drug test, and defined alcohol thresholds — with all results handled by an MRO and reported to the FMCSA Clearinghouse.
Non-DOT testing
Applies to employees not covered by federal transportation regulations. Many Wisconsin employers implement drug-free workplace programs for non-regulated staff to manage risk and reduce workers’ compensation costs. AZC can build and manage both.
If you’re unsure which applies to your workforce, our team will give you a clear, direct answer.

What to Expect From Your Consortium Membership
When you enroll in AZC’s Wisconsin DOT consortium, you get a full-service compliance partnership — not just a membership card.
Random Drug and Alcohol Testing Administration
Your covered employees are entered into AZC’s federally compliant random testing pool. Drivers are selected in accordance with your DOT agency’s required rates, and our team coordinates collection, lab testing, and MRO review of all results. Random testing is included in your annual consortium membership — no surprise per-test invoices.
Post-Accident and Reasonable Suspicion Support
When a DOT-recordable accident occurs, the clock starts immediately. Federal rules require post-accident testing within strict time windows. AZC walks Wisconsin employers through every step so nothing is missed, and provides the same clear guidance for reasonable suspicion situations.
FMCSA Clearinghouse Registration and Ongoing Help
The FMCSA Clearinghouse requires employers to query the database for all new CDL hires, conduct annual queries for current employees, and report violations within specific timeframes. AZC helps Wisconsin carriers stay current with every registration, query, and reporting obligation.
You don’t have to manage clearinghouse requirements on your own. We can assist with registration, queries, and ongoing updates to keep your records accurate and audit-ready.
Access to Substance Abuse Professionals (SAP)
When a covered employee tests positive or refuses a DOT test, federal regulations require a qualified SAP evaluation before they can return to safety-sensitive duties. AZC connects Wisconsin employers and drivers with licensed SAP services to keep the return-to-duty process on track.

Protect Your Fleet With Trusted Third-Party Compliance Support
Outsourcing DOT compliance to a C/TPA isn’t just about convenience — it’s about protection. Federal regulations are specific about how programs must be structured, how results must be handled, and how records must be maintained. An improperly managed program creates liability regardless of whether your drivers are actually using prohibited substances.
AZC’s programs have been reviewed and respected by federal and state DOT auditors. Our clinical staff are certified professionals, and our documentation processes are built to meet regulatory standards from day one.

Common Consortium Questions and Straightforward Answers
Consortium membership fees vary based on the size of your fleet. Annual membership covers all random drug and alcohol testing administration, including MRO services and the annual consortium summary report. Non-random tests — pre-employment, post-accident, reasonable suspicion, and return-to-duty — are billed separately. View current pricing here.
The FMCSA sets minimum random testing rates, currently 50% of your covered driver pool for drugs and 10% for alcohol annually. Selections use a scientifically valid random method, and all drivers in AZC’s consortium pool are eligible throughout the year. Individual drivers may be selected more than once in a calendar year, or not at all, while the overall pool still meets the required rate.
The employer must immediately remove the individual from all safety-sensitive functions. They cannot return to duty until completing an evaluation with a Substance Abuse Professional, satisfying any treatment requirements, and passing a return-to-duty test with a verified negative result. The violation must also be reported to the FMCSA Clearinghouse. AZC guides Wisconsin employers through every step.
Any FMCSA-regulated employer with CDL drivers in safety-sensitive functions is required to have a compliant testing program. Owner-operators with no employees must join a consortium because they cannot independently conduct random testing on themselves. Most small to mid-size Wisconsin carriers find it far more practical to partner with a C/TPA than manage compliance in-house.
