The Federal Transit Administration (FTA) is an agency within the Department of Transportation (DOT), and one of its modes of transportation. The FTA is charged with upholding federal drug and alcohol testing requirements for the part of the transportation industry that is involved with providing and servicing mass transportation to the public. This covers all public transit systems, including buses, ferries, trolleys, light rail, commuter rail, and subways. To protect the safety of the public, a FTA drug test is required for many public transportation employees.

Who Is Required to Take a FTA Drug Test?
If you are an employer who receives financial assistance from the FTA, then you are required to implement a FTA drug test program. Likewise, subcontractors are required to implement a testing program if they are hired to perform a safety-sensitive function. A safety-sensitive function includes, but is not limited to:

Operating a revenue service vehicle, even when it is not in revenue service

Operating a non-revenue service vehicle when a commercial driver’s license (CDL) is required to operate that vehicle

Controlling the movement or dispatch of a revenue service vehicle

Maintaining, repairing, overhauling, and rebuilding a revenue service vehicle or equipment used in revenue service (with limited exceptions)

Carrying a firearm for security assurance
