Helping Minnesota Businesses Stay on Track With Federal Regulations

Running a DOT-regulated operation means keeping up with federal testing requirements that do not bend for busy seasons, driver shortages, or tight margins. The rules are the rules, and falling short puts your operating authority at risk. For many carriers and owner-operators, participating in a DOT consortium in Minnesota is the most practical way to stay compliant and ensure all required testing and documentation are handled correctly.

AZC Drug Testing is a full-service Consortium/Third-Party Administrator (C/TPA) with 30+ years of experience managing DOT compliance programs for carriers and owner-operators in Minnesota and nationwide. We handle the program. You handle the road.

What Employers Are Saying

Built to Support Employers Every Step of the Way

We’re a full compliance partner, — which means we build your program, manage your testing, maintain your records, and stay available when something comes up.

Simplifying DOT and FMCSA Rules

Federal testing regulations are detailed and regularly updated. Rather than wading through them yourself, you get direct access to a team that works with DOT compliance auditors regularly and knows exactly what your program needs to include.

Easy Online Program Management

All of your compliance documentation lives in a secure, organized digital platform. Test results, summary reports, and audit records are available anytime. When you need to demonstrate compliance, everything is already in order.

Random Testing, Managed by a C/TPA

AZC administers a federally compliant random selection pool that draws from FMCSA-regulated employees across multiple companies. Your Minnesota drivers are enrolled automatically, selections are made at the required federal rates, and our team handles collection, lab testing, and Medical Review Officer review from start to finish.

A Simple Path to Getting Started With AZC

Minnesota employers can be up and running quickly. Here’s how it works:

  1. Enroll online. AZC’s digital enrollment form is straightforward and takes just a few minutes to complete.
  2. We set up your program. We review your fleet, configure your consortium membership, and add any services your operation requires— written policy, supervisor training, Clearinghouse registration, and more.
  3. Your drivers are covered from day one. They’re entered into the random testing pool and have access to more than 10,000 collection sites across the country.
  4. We stay with you. Ongoing support for testing coordination, Clearinghouse queries, documentation, and any questions that come up during the year.

DOT or Non-DOT? Here’s the Difference

Minnesota employers sometimes need help sorting out whether their workforce falls under DOT testing requirements or a standard drug-free workplace policy.

  • DOT testing is federally required for employees in safety-sensitive roles regulated by the FMCSA, FAA, FRA, FTA, PHMSA, or USCG. For Minnesota motor carriers, this means CDL drivers operating commercial motor vehicles. DOT testing uses a five-panel urine screen, defined alcohol thresholds, and mandatory MRO oversight. All results must be reported to the FMCSA Clearinghouse.
  • Non-DOT testing covers employees outside federal transportation regulations. Many Minnesota employers implement drug-free workplace programs for non-regulated staff to reduce liability, control workers’ compensation costs, and build a safer workplace. AZC builds and manages both kinds of programs and can help you determine what applies to your workforce.

What You Get When You Work With AZC

AZC’s Minnesota DOT consortium membership is a complete compliance program.

Random Drug and Alcohol Testing

Your covered drivers are enrolled in AZC’s federally compliant random pool and selected throughout the year at the rates required by the FMCSA. Collection, laboratory analysis, and MRO review are fully coordinated by our team with no additional per-test charges.

Testing After Incidents or Safety Issues

Post-accident testing requirements come with strict federal deadlines, and the documentation has to be precise. AZC guides Minnesota employers through the process immediately when an incident occurs. The same support is available when supervisors need to act on reasonable suspicion of impairment.

FMCSA Clearinghouse Setup and Support

Minnesota carriers are required to register with the FMCSA Clearinghouse, query it before hiring any new CDL driver, conduct annual queries on current drivers, and report violations on a defined timeline. AZC helps you get registered correctly and keeps your querying and reporting obligations on schedule throughout the year.

SAP Referrals and Guidance

When a driver tests positive or refuses a required test, federal regulations require a formal SAP evaluation before they can return to any safety-sensitive role. AZC connects Minnesota employers and drivers with qualified Substance Abuse Professionals and provides clear guidance through each stage of the return-to-duty process.

What Business Owners Need to Know About DOT

FMCSA-regulated businesses with CDL drivers in safety-sensitive functions are required to maintain a compliant drug and alcohol testing program. That includes pre-employment testing for new CDL hires, random testing throughout the year, post-accident testing after qualifying incidents, reasonable suspicion testing when warranted, and return-to-duty testing following any violation.

Owner-operators with no employees are required to participate in a consortium. There is no way to independently satisfy the random testing requirement, so consortium enrollment is the only compliant option.

Records must be maintained for specified periods, supervisors must complete federally required training, and all violations go into the FMCSA Clearinghouse. AZC keeps all of it on track.

Why Employers Rely on a Third Party to Manage DOT

Maintaining a compliant in-house testing program takes specialized knowledge, a dependable national collection network, rigorous documentation, and consistent management over time. For most Minnesota carriers, outsourcing that work to an experienced C/TPA is simply the smarter business decision.

AZC’s compliance programs have been audited and respected by both federal and state enforcement agents. Our team members are certified professionals who keep current as regulations change. The result is a program your business can stand behind, with documentation that holds up under scrutiny.

What Drivers and Employers Usually Want to Know

How much does a DOT Consortium membership cost in Minnesota?

Fees are based on the number of drivers in your fleet. Annual membership covers all random drug and alcohol testing administration, MRO services, and required summary reporting. Pre-employment, post-accident, reasonable suspicion, and return-to-duty tests are billed separately. View current pricing here.

How often are random drug tests conducted?

The FMCSA requires at least 50% of your covered driver pool to be tested for drugs and 10% for alcohol each calendar year. Selections are made using a scientifically valid random process. Any individual driver may be selected more than once in a year, or not at all, as long as the pool as a whole meets the required annual testing rate.

What happens if an employee fails a drug or alcohol test?

The driver must be removed from all safety-sensitive duties right away. They cannot return until a Substance Abuse Professional completes a formal evaluation, any required treatment or education is finished, and a return-to-duty test comes back negative. The violation is reported to the FMCSA Clearinghouse. AZC walks Minnesota employers through every step.

Who is required to join a DOT consortium?

Any FMCSA-regulated employer with CDL drivers performing safety-sensitive functions needs a compliant testing program in place. Owner-operators without employees have no other option. — Consortium membership is the only way to meet the random testing requirement. Most small and mid-size Minnesota carriers find that working with a C/TPA is the most practical choice.
