DOT Consortium in Louisiana
Take the Guesswork Out of Ongoing DOT Requirements
In DOT compliance, there’s no room for missed deadlines, incomplete records, or misunderstood regulations when your operating authority is on the line. Louisiana carriers need a program that runs correctly from the start and stays that way year after year.
AZC Drug Testing delivers that kind of reliability. For over 30 years, we’ve acted as a full-service DOT Consortium in Louisiana for FMCSA-regulated employers who need a partner who takes ownership of compliance so they don’t have to.
“They are professional, helpful, and very courteous. I strongly recommend their services.”
What Employers Are Saying
Simplifying Program Oversight for Employers
Louisiana carriers shouldn’t have to become compliance experts just to run their business. AZC takes on the technical responsibilities so you can put your time where it actually creates value.
Clear Guidance on DOT and FMCSA Rules
Federal drug and alcohol testing rules are layered and subject to updates. Our compliance team stays current with regulatory changes and works alongside DOT enforcement officials regularly. When you sign up, we review your operation and explain exactly what applies to your fleet.
Simple Online Program Tools
Everything you need lives in one organized digital platform. Test results, compliance summaries, and documentation required for audits are all available when you need them. Your records stay current, accessible, and audit-ready without any manual tracking on your end.
Hands-Off Random Testing Oversight
AZC runs a federally compliant random selection pool that includes FMCSA-regulated drivers from companies across the country. Louisiana drivers enrolled in our consortium are automatically selected at required federal rates and tested at any of our 10,000+ collection locations nationwide. From specimen collection through lab analysis and Medical Review Officer review, we coordinate the entire process. Your annual membership covers it.
Getting Started Is Easier Than You Think
Louisiana employers can get their testing program operational quickly with AZC:
- Enroll online: AZC’s enrollment form is straightforward and requires no back-and-forth or phone calls.
- We set everything up: We configure your consortium membership based on your fleet and add any extras you need — written policies, supervisor training, Clearinghouse registration, or SAP coordination.
- Your drivers are active immediately:They’re added to the random pool and gain access to testing sites throughout Louisiana and across all 50 states.
- Ongoing management is included: From testing coordination to Clearinghouse compliance and updated records, AZC stays on it so you don’t have to.
Breaking Down DOT vs. Non-DOT Testing
Louisiana employers sometimes aren’t certain which testing standards apply to different parts of their workforce. Here’s the distinction.
- DOT testing is federally mandated for employees performing safety-sensitive duties under agencies such as the FMCSA, FAA, FRA, FTA, PHMSA, and USCG. For Louisiana motor carriers, this primarily covers CDL drivers operating commercial vehicles. DOT programs use specific five-panel drug screens, defined alcohol thresholds, and require Medical Review Officer oversight of all results. Violations and refusals must be reported to the FMCSA Clearinghouse.
- Non-DOT testing covers employees whose work doesn’t fall under federal transportation oversight. Many Louisiana employers implement structured drug-free workplace programs for these employees to control risk and lower insurance costs. AZC builds testing programs for both categories and can help you identify which standard fits each role.
What’s Included With Your Consortium Membership
When Louisiana employers join AZC’s DOT consortium, they get a complete compliance solution.
Routine Random Drug and Alcohol Testing
Covered drivers go into AZC’s compliant random pool and are selected throughout the year at federally required rates. We coordinate collection at locations across our national network, manage lab processing, and provide MRO review for every result. All random testing is covered by your annual membership with no surprise invoices.
Testing After Accidents or Safety Issues
Post-accident testing timelines are strict, and the paperwork must be airtight. When an incident occurs, AZC walks Louisiana employers through the entire testing process so nothing is missed or delayed. The same support applies when supervisors need to act on reasonable suspicion and properly initiate testing.
FMCSA Clearinghouse Setup and Support
Louisiana carriers are required to register with the FMCSA Clearinghouse, query it before hiring new CDL drivers, conduct yearly queries for current employees, and report violations within mandated timeframes. AZC helps you set up your account correctly and keeps all queries and reporting obligations on schedule.
SAP Referrals and Program Guidance
Drivers who test positive or refuse a DOT test must complete a formal Substance Abuse Professional evaluation before returning to any safety-sensitive role. AZC provides Louisiana employers and drivers with SAP referrals and clear step-by-step guidance through the return-to-duty process so the path forward is never unclear.

How DOT Requirements Apply to Your Business
For Louisiana employers new to DOT oversight: any business regulated by the FMCSA with CDL drivers performing safety-sensitive functions must have a compliant drug and alcohol testing program. That includes pre-employment testing for incoming drivers, random testing conducted throughout the year, post-accident testing after qualifying events, reasonable suspicion testing when warranted, and return-to-duty testing following violations.
Owner-operators without employees must still participate in a consortium. Random testing can’t be self-administered under federal rules, so consortium membership is the only compliant path.
Records must be kept for defined periods, supervisors need federally mandated training, and all violations require Clearinghouse reporting. AZC manages these elements so Louisiana employers can operate without constant regulatory oversight.
The Role of a Third Party in DOT Management
Managing a DOT testing program in-house requires specialized regulatory knowledge, access to a dependable testing network, rigorous record-keeping standards, and consistent administrative effort. For most Louisiana carriers, outsourcing to an experienced C/TPA simply makes better business sense.
AZC’s compliance programs have been audited by federal and state DOT officials and consistently pass review. Our compliance professionals hold industry certifications and stay informed as regulations evolve. When you work with AZC, your program isn’t something you hope meets standards — it’s something built to exceed them.

Answers to Common Driver and Employer Questions
Pricing is based on fleet size. Annual membership covers all random testing administration, MRO services, and required reporting. Testing for pre-employment, post-accident, reasonable suspicion, and return-to-duty is billed separately. View current pricing here.
Federal requirements currently mandate random drug testing for at least 50% of covered drivers annually and alcohol testing for at least 10%. AZC conducts selections using a valid random method, so individual drivers may be selected multiple times or not at all while the overall pool still meets annual requirements.
The driver must be removed from safety-sensitive duties right away. They cannot return until completing a Substance Abuse Professional evaluation, satisfying any recommended treatment or education, and passing a return-to-duty test. The violation is also entered into the FMCSA Clearinghouse. AZC guides Louisiana employers through the entire process.
Any Louisiana employer with CDL drivers performing safety-sensitive functions under FMCSA regulation needs a compliant testing program. Owner-operators without employees must join a consortium in order to fulfill random testing requirements. Most small and mid-size carriers find working with a C/TPA more practical than attempting in-house compliance.
